This week's featured file
One house. Eight new homes. Nine parcels.
A Van Nuys backyard may be the clearest Los Angeles example yet of California's starter-home stack. The same 19,649.9-square-foot R1 site received approval for three lots in 2024. A new SHRA filing seeks nine parcels and eight new three-story homes.
The lot-count jump is real. The current application is not approved. It is on hold and has not been accepted for review.

The provision most people miss
SB 684 created the ministerial subdivision path. SB 1123 extended it to vacant single-family-zoned land. AB 130 then added a remainder parcel that may retain an existing use or structure and sit outside the ten-parcel cap.
That is the likely Columbus structure: the existing house on a remainder parcel, with eight new-home lots behind it. The current map is not posted, so the exact layout remains an inference.
| Official count: the City case says eight new three-story SFDs on eight lots within a nine-parcel subdivision. It does not say nine additional homes. |
|
Four underwriting rules
| 1. | The 60-day clock starts with a completed application. A filing receipt is not the bankable start date. |
| 2. | Early-start permits can compress the schedule. Construction may begin after tentative/parcel map approval and permit completeness, but no certificate of occupancy may issue until the final map records. |
| 3. | Raw-lot releases are not the base case. New unimproved SHRA lots generally cannot be sold, leased, or financed separately. Structure one facility and controlled releases unless the map condition says otherwise. |
| 4. | Ministerial does not mean infrastructure-free. Fire access, sewer, utilities, dedications, RIO standards, fees, and final-map work remain. Improvement security may reach 300% of estimated cost. |

The basis check has a catch
Public-record aggregators report a $1.5 million 2021 transfer. MLS-derived pages show $1.005 million. No deed or settlement statement was retrieved to reconcile them. Using that unresolved range and the official eight-new-home count:
| Illustrative metric | Amount |
| Gross acquisition basis / 8 new homes | $125,625 to $187,500 |
| Gross basis / 9 total homes if house remains | ~$111,667 to $166,667 |
| Minimum land for eight 1,200-sf new lots | 9,600 sf |
Not a residual land valuation. Obtain the deed, settlement statement, title report, and borrower basis before sizing land value.
|
Two details worth keeping
Garages do not count toward the 1,750-sf average net-habitable cap. That helps explain how three-story homes with garages can fit the statute.
The G Line is a parking lever, not the eligibility test. Qualifying transit can remove a parking mandate. The applicant still proposes garages, likely as a product decision.

Closing thought
The law creates entitlement leverage. The lender still has to finance the sequence: map, common improvements, vertical construction, final-map recordation, retail releases, and absorption.
Send the address or APN, current map status, unit schedule, and exit plan. We will help structure the acquisition, subdivision, construction, and release package while your land-use and title teams confirm the legal path.
